September 19, 2019: Town Board minutes

Regular meeting of the Hadley Town Board held on Thursday September 19th at 7PM at 4 Stony Creek Road, Hadley, NY 12835

 

Members present: Supervisor Arthur Wright          Councilwoman: Colleen DeMarsh

Councilman: Charles Ovitt                  Carl Lawrence                         James Brewster

Also present: Attorney Raeann Johnson, Highway Superintendent, Andrew Gilbert and Pauline G. Smead, Town Clerk.

 

Motion was made by Charles Ovitt seconded by Carl Lawrence to approve the transfers for General:

Transfer: $132.82 from Code 1910.4 (Unallocated Insurance) to Code 7110.4 (Parks)

RE: Additional expense to Code

 

Transfer: $23,940.00 from General Fund to Federal Aid Capital Project Fund Debit Code 909 (Fund Balance) by $23,940.00, credit Code 960 (Appropriations) sub code 9950.9.

All Ayes.

 

RESOLUTION # 62 was made by a motion from Carl Lawrence seconded by Charles Ovitt.

BE IT RESOLVED that the Town Board of the Town of Hadley have audited all pre-paid vouchers and all have been approved.

SW1: ABS. #16-17=$484.50                           SW2: ABS. #17-18 =$757.53

SEWER ABS.#17 =$423.90 All Ayes

 

RESOLUTION # 63 was made by a motion from Charles Ovitt seconded by Carl Lawrence.

          BE IT RESOLVED that the Town Board of the Town of Hadley have audited all vouchers and all have been approved for payment

WATER 2 :$824.19                   SEWER:$1,970.76

HO- FEDERAL AID: $46,736.00                              STREET LIGHTS: $2,629.00 All ayes

 

PUBLIC COMMENTS ADDRESSED TO THE TOWN BOARD AT THIS TIME

 

Mrs. Susan Wilder informed the Town Board that the Hadley Luzerne Historical Society is providing books “Images of America” at the rate of $21.99 and Councilwoman DeMarsh asked about the videos pertaining to the Building of the Great Sacandaga and they also carry those at the rate of $20.00

 

They are also having a presentation at the Thurman Town Hall on September 24th at 6:30PM pertaining to the treatment of lime disease.

 

TOWN BOARD’S FOLDERS: Supervisor’s monthly report, Building Inspector’s monthly report,  Town Board minutes for August 8th  and minutes from Special meeting of September 5th and Highway Fuel report for August and a letter from Maureen pertaining to the Park events. Also the monthly report from the Senior’s. Water1 Water2 and Sewer are on file in the Town Clerk’s Office.

 

Highway Superintendent’s report was verbal. Mr. Gilbert informed the Town Board that they would be paving Mountain Road, Adirondack Road, Golfview Road and Riverside Road beginning October 1st and 2nd

 

Mr. Gilbert also informed the Town Board that the Fall Clean-Up would be October 28th through November 1st

 

Supervisor Wright’s report was verbal. He informed the Town Board no letter of interest had been received for the position on the Planning Board.

 

RESOLUTION # 64 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh.

          BE IT RESOLVED that the Town Board of the Town of Hadley hereby appoints Douglas Dutcher as Chairman of the Planning Board. Mr. Dutcher’s term will end on December 31st 2023 as per Resolution # 83 of December 27th 2018. All Ayes.

 

James Jenkins is retiring from Animal Control Officer. The Town Clerk has advertised but no letter of interest as of yet.

 

Supervisor Wright explained that the Special meeting held on September 5th was to Authorize the Town of Hadley to join Saratoga County as part of an entitled Urban County under the community development block program, and authorizing the Supervisor to execute all required cooperation agreements in connection therewith. He stated that this program did not go through.

 

Supervisor Wright informed the Town Board that a Mr. Greg Cromer brought a beautiful aerial picture of the Town of Hadley and a portion of the Town of Lake Luzerne. The picture was 24x36 and the cost is $250.00. The Supervisor stated that possibly the Town could purchase a smaller one.

 

A gentleman came in to ask the Supervisor if the town would be interested in advertising in the Upstate Summer Magazine. The cost is $1,800 for a full page. The Town Board felt that was to expensive.

 

Town Clerk’s report: Revenues $2,595.00

Disbursements: DEC: $2,274.96

Supervisor: $234.54

Ag. & Markets: $18.00

Health Dept: $67.50

 

The Town Clerk informed the Town Board that the State just passed a bill waiving the fee for marriage licenses for active duty members of the armed forces.

After a short discussion the Town of Hadley Town Board approved.

 

RESOLUTION # 65 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh.

          BE IT RESOLVED that the Town Board of the Town of Hadley hereby waives the fee as per the NY State Senate Bill S3756 for marriage licenses to individuals who are members of the armed forces or certificates ordered by the Veteran’s Administration. All Ayes.

 

Motion was made by Charles Ovitt seconded by Colleen DeMarsh to adjourn this meeting at 7:17PM. All Ayes.
