Organizational meeting of the Hadley Town Board, Monday January 3rd 2011 held at 5PM at the Hadley Town Hall, 4 Stony Creek Road, Hadley, N.Y.

RESOLUTION # 1 was made by a motion from Charles Ovitt seconded by James Brewster . BE IT RESOLVED, that the following appointments are hereby made for the year 2011 by the Hadley Town Board:

BE IT RESOLVED that Town Officials using personal vehicles for town business will be allowed .51 per mile from the town hall, subject to Supervisor's approval. Animal Control Officer and Building Inspector/Code Enforcer, Water & Sewer Plant Operator on weekends and Deputy Water & Sewer Operator for Mr. Jenkins vacation time will be paid from their home. All Ayes
RESOLUTION # 4 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh . BE IT RESOLVED that the Hadley Town Board hereby approves the Post Star for legal ads and the Pennysaver News for information. All Ayes
RESOLUTION # 5 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh . BE IT RESOLVED that the Hadley Town Board has chosen to deposit Town Funds in the Glens Falls National Bank and TD Bank. All Ayes
RESOLUTION # 6 was made by a motion from James Brewster seconded by Charles Ovitt BE IT RESOLVED that the Hadley Town Board hereby authorize Supervisor Wright to pay bills as they become due on Utilities, Bonds, Interest and Contracts, BE IT ALSO RESOLVED, that the Supervisor is hereby authorized to place Town Funds in Certificate of Deposits or Super Golden Accounts and to transfer any additional funds that may be received into General, Highway and Special District accounts if needed. All Ayes
RESOLUTION # 7 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh . BE IT RESOLVED that the Hadley Town Board hereby approves Petty Cash in the sum of $200 to be utilized by the Bookkeeper, Supervisor & the Town Clerk as provided by the law in the performance of the duties of the Bookkeeper, Supervisor and the Town Clerk. AND BE IT ALSO RESOLVED that the Tax Collector is authorized a bank of $200 to be used by the Tax Collector and be returned to the Supervisor prior to making her returns of unpaid taxes to the County Treasurer. All Ayes.
RESOLUTION # 8 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh . BE IT RESOLVED that the Hadley Town Board hereby adopts the Final 2011 Budget in the amount of total Appropriations $2,699,172.34 with Estimated Revenues of $1,164,176. All Ayes.
RESOLUTION # 9 was made by a motion from Colleen DeMarsh seconded by James Brewster BE IT RESOLVED that the Hadley Town Board has extended permission to Supervisor Wright to sign the DEC Memorandum of Understanding for the year 2011 when it is received by mail. All Ayes.
RESOLUTION # 10 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh BE IT RESOLVED, that all checks drawn on Town Funds shall be signed by two of the following five people: Supervisor: Arthur Wright Deputy Supervisor: Colleen DeMarsh Town Clerk: Pauline Smead Councilman: James Brewster Highway Superintendent: Joseph Monica. All Ayes
RESOLUTION # 11 was made by a motion from Colleen DeMarsh seconded by James Brewster BE IT RESOLVED that Supervisor Wright is the purchasing agent for the Town of Hadley for purchases up to $3,000. Highway Superintendent, Joseph Monica is the second purchasing agent for up to $3,000. All purchases over $3,000 must be approved by the Town Board as per the Procurement Policy of 03/26/1998. All Ayes.
RESOLUTION # 12 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh. BE IT RESOLVED that the Hadley Town Board hereby appoints Clifford Johnson to another term on the Planning Board. Term expires December 31, 2015. All Ayes.
RESOLUTION #13 was made by a motion from Charles Ovitt seconded by James Brewster. BE IT RESOLVED that Supervisor Arthur Wright presented to the Board the following Committees:

RESOLUTION # 14 was made by a motion from James Brewster seconded by Charles Ovitt BE IT RESOLVED that Supervisor Arthur Wright has assigned the following board members to be a liaison to the committees and departments in which they are assigned. All Ayes
Councilwoman Colleen DeMarsh: Website, Train Station, Newsletter, Justices, Park, Water & Sewer
Councilman James Brewster: Master Plan, Planning Board, Animal Control, Disaster Preparedness, Park, Recycling & Solid Waste, Beautification, Senior/Community Center.
Councilman Carl Lawrence: Historian, Youth, Newsletter, Veterans, AATV Assessment, Saratoga County Public Health
Councilman Charles Ovitt: H.U.D., Health Insurance, Town Hall, Assessment Review, Assessor & Highway. All Ayes
RESOLUTION #15 was made by a motion from Colleen DeMarsh seconded by Charles Ovitt BE IT RESOLVED that regular Hadley Town Board Meetings will, throughout the year 2011, be held at 7 PM on the second Thursday of each month at the Hadley Town Hall, 4 Stony Creek Road, Hadley, N.Y. unless advertised. All Ayes
RESOLUTION # 16 was made by a motion from Colleen DeMarsh seconded by James Brewster BE IT RESOLVED that the Hadley Town Board Agenda Meetings will, throughout the year 2011, be held at 6 PM on the last Thursday of each month at the Hadley Town Hall, 4 Stony Creek Road, Hadley, N.Y. if necessary. All Ayes
RESOLUTION # 17 was made by a motion from Charles Ovitt seconded by Colleen DeMarsh BE IT RESOLVED that all checks drawn from the Senior Checking Account will have two (2) signatures. One will be the Senior Treasurer, the second will be Supervisor Arthur Wright or Town Clerk, Pauline G. Smead. All Ayes
RESOLUTION #18 was made by a motion from James Brewster seconded by Charles Ovitt BE IT RESOLVED that the Hadley Town Board hereby designates Town Supervisor, Arthur Wright as voting delegate representing the Town of Hadley at the Annual Business Session of the Associations of Towns of New York to be held in New York City in February 2011 and cast the vote of the aforesaid Town pursuant to §6 Article 111 of the Constitution and By-Laws of said Association, also naming Colleen DeMarsh Councilwoman as alternate. All Ayes
Motion was made by James Brewster seconded by Colleen DeMarsh to adjourn this meeting at 5:23 PM. All Ayes.
