TOWN OF HADLEY ORGANIZATIONAL MEETING 2008
Organizational meeting of the Hadley Town Board was held on Monday January 3rd, 2008 at the Hadley Town Hall, 4 Stony Creek Road, Hadley, N.Y.

RESOLUTION # 3 was made by a motion from Charles Ovitt seconded by James Brewster. BE IT RESOLVED that Town Officials using personal vehicles for town business will be allowed .505 per miles from the town hall. Animal Control Officer and Building Inspector/Code Enforcer will be paid from their house. All AYes
RESOLUTION # 4 was made by a motion from Susan Wilder seconded by Jmaes Brewster. BE IT RESOLVED that the Hadley Town Board hereby approves the Post Star for legal ads and the Pennysaver News for information. All Ayes
RESOLUTION # 5 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that the Hadley Town Board has chosen to deposit Town Funds in the Glens Falls National Bank and TD Banknorth. All Ayes
RESOLUTION # 6 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that the Hadley Town Board hereby authorize Supervisor Wright to pay bills as they become due on Utilities, Bonds, Interest and Contracts, BE IT ALSO RESOLVED, that the Supervisor is hereby authorized to place Town Funds in Certificate of Deposits or Super Golden Accounts and to transfer any additional funds that may be received into General, Highway and Special District accounts if needed. All Ayes
RESOLUTION # 7 was made by a motion from James Brewster seconded by Charles Ovitt. BE IT RESOLVED that the Hadley Town Board hereby approves Petty Cash in the sum of $200.00 to be utilized by the Bookkeeper, Supervisor & the Town Clerk as provided by the law in the performance of the duties of the Bookkeeper, Supervisor and the Town Clerk. AND BE IT ALSO RESOLVED that the Tax Collector is authorized a bank of $200.00 to be used by the Tax Collector and be returned to the Supervisor prior to making her returns of unpaid taxes to the County Treasurer. All Ayes.
RESOLUTION # 8 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that the Hadley Town Board hereby adopts the Final 2008 Budget in the amount of $ 2,389,705.00. All Ayes.
RESOLUTION # 9 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that the Hadley Town Board has extended permission to Supervisor Wright to sign the DEC Memorandum of Understanding for the year 2008 when it is received by mail. All Ayes.
RESOLUTION # 10 was made by a motion from James Brewster seconded by Charles Ovitt. BE IT RESOLVED, that all checks drawn on Town Funds shall be signed by two of the following five people: Supervisor: Arthur Wright Deputy Supervisor: Colleen DeMarsh Town Clerk: Pauline Smead Councilman: James Brewster Highway Superintendent: Joseph Monica. All AYes
RESOLUTION # 11 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that Supervisor Wright is the purchasing agent for the Town of Hadley for purchases up to $3,000. Highway Superintendent, Joseph Monica is the second purchasing agent for up to $3,000. All purchases over $3,000 must be approved by the Town Board as per the Procurement Policy of 03/26/1998. All Ayes.
RESOLUTION # 12 was made by a motion from Susan Wilder seconded by Charles Ovitt. BE IT RESOLVED that the Hadley Town Board hereby re-appoints Kathy St. John for another term on the Planning Board. Term expires December 31st 2012. All Ayes
RESOLUTION # 13 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that the Hadley Town Board hereby accepts the resignation letter from Michael Mason from the Planning Board. All Ayes.
RESOLUTION # 14 was made by a motion from Charles Ovitt seconded by Susan Wilder. BE IT RESOLVED that the Hadley Town Board hereby appoints James Bennett to the term on the Planning Board vacated by Michael Mason. Term expires December 31, 2008. All Ayes. * Note: Due to James Bennett's appointment, we will need to advertise for an alternate on the Planning Board.
RESOLUTION # 15 was made by a motion from James Brewster seconded by Charles Ovitt. BE IT RESOLVED that Supervisor Arthur Wright presented to the Board the following Committees:

RESOLUTION # 16 was made by a motion from Charles Ovitt seconded by Susan Wilder BE IT RESOLVED that Supervisor Arthur Wright has assigned the following board members to be a liaison to the committee's and departments in which they are assigned. All Ayes

RESOLUTION #17 was made by a motion from James Brewster seconded by Charles Ovitt BE IT RESOLVED that regular the Hadley Town Board Meetings will, throughout the year 2008, be held at 7 o'clock pm on the second Thursday of each month at the Hadley Town Hall, 4 Stony Creek Road, Hadley, N.Y. unless advertised. All Ayes

RESOLUTION # 18 was made by a motion from Susan Wilder seconded by BE IT RESOLVED that the Hadley Town Board Agenda Meetings will, throughout the year 2008, be held at 6 o'clock pm on the last Thursday of each month at the Hadley Town Hall, 4 Stony Creek Road, Hadley, N.Y. if necessary. All Ayes.
RESOLUTION # 19 was made by a motion from James Brewster seconded by Charles Ovitt. BE IT RESOLVED that all checks drawn from the Senior Checking Account will have 2 signatures. One will be the Senior Treasurer the second will be Supervisor Arthur Wright or Town Clerk, Pauline G. Smead. All Ayes.
RESOLUTION # 20 was made by a motion from Susan Wilder seconded by Charles Ovitt. BE IT RESOLVED that the Hadley Town Board hereby designate the Town Supervisor Arthur Wright as voting delegate representing the Town of Hadley at the Annual Business Session of the Associations of Towns of New York to be held in New York City, on February 20th 2008 and the cast vote of the aforesaid Town, pursuant to § 6 Article 111 of the Constitution and By-Laws of said Association, also naming James Brewster, Councilman as Alternate. All Ayes.
Mr. Leland Aldrich asked the Board to explain to him what a neighborhood Watch is. Supervisor Wright explained to him that the Board does not know if the Town can have a neighborhood Watch. Jennifer Pike has expressed some interest and Supervisor Wright stated that he will acquire information at the Associations of Towns meetings to what it consists of and what it entails and what the process and will bring the information to the Board to review.
Highway Superintendent Joe Monica presented the Board with Town of Hadley Job Application for the Board to review. Applicants would use these instead of the Saratoga County Applications.
Supervisor Wright asked the Town's Attorney pertaining to Town Board approval as she stated that this decision would be at the Superintendent's prerogative.
Councilwoman Wilder asked if the order of the meeting should be included in the Organizational meeting minutes.
Supervisor Wright stated that nothing has been changed in the order in which the meetings take place.
Supervisor Wright explained that an Agenda of the meeting is offered to the public prior to the every meeting and that explains the order in which the meeting will take place. It is in the Town Law book and the Town is abiding with that Law.
Mr. Frey asked what was in the Town Law as far as taping the minutes.
Supervisor Wright informed him taping or videotaping the meeting is that the person has to inform the Town Board and the public that they are doing so. It is permissible to tape the meetings as per Town Law but Mr. Cartier stated that it was not permissible , the Town Board has the right to object to taping and also the Board can acquire the taping equipment to tape all comments and transfer the contents to our copy. With that new provision the Town Board should do it.
Supervisor Wright stated that this had never been discussed with this Board with the new Laws for the Justice and recording equipment will be a necessity.
Judge Aldrich stated that the Justice Department would be providing this equipment to the towns shortly but is not sure of when.
The Town Clerk explained that numerous people have been unable to attend the Hunting Classes provided to the public due to the time of the year the classes wre being offered. The Town Clerk asked permission from the Board to advertise a class for the month of February and hopefully this will be more convenient for the public.
Motion was made by Charles Ovitt seconded by James Brewster to approve advertising for the Hunting Class. All Ayes.
The Town Clerk also mentioned to the Board and the residents present about a program offered to low income, seniors or disabled residents in need. This program is offered by " Rebuilding Together Saratoga County" If anyone is aware anyone in need, please pick up the information in the Town Clerk's Office and it will be advertised on the Town's Web Page also.
Highway Superintendent Joe Monica informed the Board that they had a problem with the Town's septic as some of the residents are flushing in the Town's septic system, dryer sheets and also swiffer sheets which people use to clean floors. This is creating a lot of problems for the Town's Sewer District. He would like to have everyone informed not to insert these items in their toilets.
The Town Clerk informed the Board that she had a letter from the seniors requesting what was budgeted to them to have the check written for their checking account. This will be done by voucher at the January 10th Town Board meeting.
The Town Clerk asked the Members of the Town Board and the residents who attended the meeting that if they were aware that a house was going to be closed, shut down for any period of time to please let James Jenkins or herself know about it so the water can be shut off. We at the present time have two houses with broken pipes and water running for no reason and we are unable to find out who has the key or who owns them.
Councilman Charles Ovitt informed the Board that he will be a very active member of the Town Board on regular basis. He will visit all department heads to find out what their needs are and make sure he is comfortable with how the department heads are spending the Town's monies. If anything needs to be corrected, nobody should be afraid to say so. If anyone who is an Employee of this town is made to feel uncomfortable by the Officials of this Town, don't hesitate to inform him of that as he does not want anybody who works for the Town of Hadley to be afraid to come to work. There are Laws to take care of problems like that and he is not afraid to go after those people. He will be around knocking on doors and also that includes the Highway Department to see what has been going on in the past couple of years. He wants to be able to answer people's questions if asked so he needs to acquire the information before hand. If anyone has anything they would like the Board to address, please do not hesitate to bring it to their attention.
Mr. Cartier asked about the Agenda Meetings.
Supervisor Wright explained that there are times when we need to discuss some matters before a Town Board meeting. The Agenda Meeting will not be an official meeting, they will not be advertises in the newspaper. If the Board needs to hold an Agenda Meeting and take action, it will be advertised appropriately. The Town Board will not hold two Town Board meetings per month. The Town's Attorney will not be attending the Agenda Meeting unless she is requested to do so from the Board. The Agenda Meeting will not be held monthly.
Motion was made by Charles Ovitt seconded by James Brewster to adjourn this meeting at 7:55PM. All Ayes.
